Guardians were already mentioned as getting this treatment somewhere down the line and when asked why Yondu and Star-Lord got buffs in during Ministravaganza during his Discord AMA Will Shick answered that" it will make more sense at Adepticon", basically confirming the pack.

Probability: 95%
Asgard was the other Affiliation mentioned at Adepticon 25 to get this treatment.

Since I doubt they will have multiple characters of the same alter ego in the pack I think it's these guys:

Instead of including Loki, Price of Lies, Thor, Hero of Midgard, The Mighty Thor and Lady Sif here, which would be the other pack they could include instead of the Warriors of Asgard Affiliation Pack.

With 6 of the included characters not having a pack in the current style and also not appearing on the re release schedule this pack has a very high chance of staying in the line up permanently. What would speak against it is maybe that Asgard doesn't have the same draw to the game like X-Men for example.
3. Web Warriors
Probability: 75%
There's currently no word on Webs getting this treatment at any time. But the original Web Warriors affiliation pack isn't available anywhere anymore and none of the characters show up on the re release schedule either. And well there's absolutely 0 chance we will never see them again.

For Webs it is basically impossible to avoid some doubling up on alter ego and honestly it teaches new Webs players that that is something you just will have to deal with in this affiliation.

Web Warriors might even beat out the Mutants for popularity and should basically be a lock to stay permanently.
4. Black Order
Probably: 50%
At the moment Black Order appear to have been basically forgotten by AMG. They've caught a bunch of nerfs and at the moment nothing indicates they'll get help anytime soon either. And to make matters worse for them they also don't appear on the re release schedule at all. While non of them come in current packs. Which makes them perfect candidates for the Starter Set treatment with just the little problem, that they aren't particularly popular. But I think it would still sell like hot cakes on the basis of the price point alone.

None of these characters has a current pack or appears on the re release schedule but I still have a hard time believing that it would stay a permanent pack. It would also leave out the terrain from Thanos and Deadpool and Bob, Agent of Hydra so I might be wrong here (it could also be Bob inside and Thanos gets a single re pack like Dormammu).

Probability: 50%
Once again there no indication that this might be on the way at all but there are some characters from Wakanda that are currently unavailable and don't have re packs in the current style.

This could go either way I think. Namor and Bast will also be repacked with Shang-Chi and Silver Sable so they might not make it in here in the end but who knows?
6. Cabal and Hydra
Probability: 50 %
There's a bunch of characters, often in both Cabal and Hydra, who are still waiting for their re release and this would be the easiest and best selling way to get them in newer players hands.

I don't think it would have the necessary draw to stay in the line up permanently but as said above the deal here would be potentially insane so it would sell out in minutes most likely.
